Federal Tax Credits Extended for EV in Washington


Electric Vehicle (EV) Infrastructure Grant Program
State EV Charging Incentive

Washington State Department of Commerce is now accepting applications for this competitive grant with up to $10.67 million available. Eligible applicants may partner with any organization type. The Electrification of Transportation Systems (ETS) Grant supports eligible applicants in their respective electrification goals and address barriers to infrastructure deployment.

The ETS grant program is designed to promote the continued transformation of the electric transportation market in Washington state. This program provides grants to Washington local governments, Tribal Governments, and retail electric utilities for infrastructure to charge electric vehicles.

Electric Vehicle (EV) Infrastructure and Battery Tax Exemptions
State EV Charging Incentive

Public lands used for installing, maintaining, and operating EV infrastructure are exempt from leasehold excise taxes until January 1, 2020. Additionally, the state sales and use taxes do not apply to plug-in electric vehicle (PEV) batteries; labor and services for installing, repairing, altering, or improving PEV batteries and EV infrastructure; and the sale of property used for EV infrastructure. Utility Electric Vehicle Supply Equipment (EVSE) Return On Investment Incentive
State EV Charging Incentive

Utilities may petition the Washington Utilities and Transportation Commission (UTC) for a rate of return on EVSE installed for the benefit of ratepayers through December 31, 2030. The UTC may approve an additional 2% to the standard rate of return if the utility installs EVSE on a fully regulated basis similar to other capital investments behind a customer’s meter, and the expenditures do not increase ratepayer costs more than 0.25%. To be eligible for the incentive, utilities must install EVSE in locations where vehicles are likely to park longer than two hours. EVSE must be installed after July 1, 2015, and all claims are subject to an EVSE depreciation schedule. After the equipment has fully depreciated, the utility may gift the EVSE to the owner of the property. The UTC issued a report (PDF) on the use and impacts of the incentive on December 1, 2017. Electric Vehicle Supply Equipment (EVSE) Rebate – Avista
Utility/Private EV Charging Incentive

Avista offers rebates to residential and workplace customers for the installation of a Level 2 EVSE of up to $1,000 and $2,000, respectively. Rebates are limited to the first 240 residential and 175 workplace customers that apply. For details, including how to apply, visit the Avista Electric Transportation website.

Non-Residential Electric Vehicle Supply Equipment (EVSE) Grants – Pacific Power
Utility/Private EV Charging Incentive

Pacific Power offers non-residential customers quarterly grants for up to 100% of eligible purchase and installation costs of EVSE. 25% of funds will be earmarked for workplace charging and fleet electrification projects.
